Currently Qualified Energy Service, Engineering & Construction Companies

CURRENTLY QUALIFIED ENERGY SERVICE, ENGINEERING AND CONSTRUCTION COMPANIES FOR THE PennSEF PROGRAM

Based on Statements of Qualifications submitted to FREE, the following companies are found to be qualified to assist PennSEF-eligible government agencies and non-profit institutions to design projects for possible financing by the Program.

Several factors are considered in the determination of a company’s qualifications including, but not limited to: financial stability; experience and track record with performance contracting; project management; technical approach and familiarity with technologies; experience with and level of expertise in monitoring and verification protocols; local presence; bonding capacity; commercial and professional liability insurance; and possession of valid and current licenses to do business in the Commonwealth of Pennsylvania.

Companies appearing on PennSEF’s “QUALIFIED ENERGY SERVICE, ENGINEERING AND CONSTRUCTION COMPANIES” list are qualified for projects whose investment size observes the company’s current bonding capacity and financial ability to guarantee savings (based on either the company’s balance sheet or submission of a savings insurance contract or other financial assurance product). Government agencies and non-profit institutions interested in PennSEF are strongly encouraged to request Statements of Qualification (SOQs) submitted to the Program by the following companies. At this time, please contact companies of interest directly in order to receive SOQs.

The qualification process and criteria are defined in the RFQ found at PennSEF’s webpage. https://freefutures.org/wp-content/uploads/2021/01/PennSEF-SOQ-_final.pdf
